Whatever is fickle （ 定语从句做主语：Everything that is fickle）, {被省略的谓语是 “is“} freckled （表语）(who knows how?) (括号里的问题正是由前面的句子引出)。

所以这句是对前面对大自然的观察的总结和提问，即凡是千变万化的都具备了斑驳之美， 而谁人知道这是如何做到的？how 不宜译成 why, 因为诗人并没有在探索原因，而只是感叹。
