说一下美国政府如何在大型国民健康危机， 包括瘟疫的

首先， 健康部DHHS (Department of Health and Human Services) 下面直属的部门是专门做national health emergency的平时准备和应急对付的， 叫做 ASPR (Assistant Secretary of Preparedness and Response). 专职保护在健康危险下美国人民生命。危险包括天灾 (地震, 火灾，火山爆发，洪水等等), 人祸 (生物武器，化学武器，核爆，和其他大型恐袭伤亡), 还有大型疫情 (禽流感，Ebola, 冠毒之类)。他们年预算是 $2.6B。平时就在健全和维护应急系统，研发各种应急药物，疫苗，器材，而且关键物品有 全国战略库存 (Strategic National Stockpile), 有专人看护维持更新。他们的网站是 www.phe.gov , 大家可以自己看。

另外，美国政府还有健康保安的联合组织， 成员包括上面的 ASPR, 还有CDC，NIH, FDA, DoD，DHS (Homeland security), 简称 PHEMCE, 网站是 medicalcountermeasures.gov

上面有全国健康安全策略，生物防御策略和执行方案。

还有， 健康部下面还有个分部叫 ASH (assistant secretary of health), 统领六千多 public health corps, 这些人兼职人员， 类似 军队的reservists, 或 national guard, 平时都是联邦职员，可能是秘书， 科学家什么的， 但在紧急情况下会被调动，去支援当地应急。

举个例子，美国在 2006年禽流感之后，投入大量人力物力， 建立全国性抗大型流感的能力， 包括能在三个月内生产出六亿剂疫苗 (每人两剂)的 infrastructure, 以及生产流感病毒药物， 和多个流感医药产品的开发包括FDA批准。政府注重 Platform 技术， 可以在短期内生产不同的疫苗或抗体。这次为什么冠毒的疫苗美国可以在两个月就上临床测试， 就是运用这样的平台技术。

还有美国的军队，不说别的，医药应急之行动力上无人能向其颈背。大家在惊叹中国十天搭医院，美国海军几小时就可以架设起大型野战医院。虽然是帐篷， 但里面必要医疗设施一应俱全，可以外科手术的。

最关键是这些机构的第一要务是救命，救老百姓的命， Saving lives!

歌舞升平的时候不觉得， 大难临头的时候， 美国人身在福中不知福，何其幸运!
