regarding the points you brought up, how do you know where and how the photo was taken? who said it's 光线昏暗的野外?
There is no doubt that the photo is PSed. Then again, there is no rule in the contest that no PSing is allowed.
As a matter of fact, in photography there is no such thing as "no-PSing". Either the digital camera does it for you in the camera body with the settings you chose, or you do it on the computer after wards - same different.
The same can be said for analogue films. When you make prints after developing the film, you do work in the darkroom to adjust contrast, sharpness, colour, etc. That is, PSing!
The question is of course to what extend of PSing is considered suitable. Some can take a lot. some don't. It's a matter of taste.
As for the studio claim. well, it's hard to say. You can get that effect outside a studio with properly chosen equipment. Provided there is enough light, and the guy is not moving fast - he's trying to get on to the tricycle, the photographer can take multiple shots with different exposure and combined them later.
All this discussions aside, this IS a more powerful photo comparing to the other ones. A very close runner up would be the child and the boat - again the same guy! So either way, he wins.
So stop being a sour loser and get out and take better shots.
By the way, FYI,(or rather, for your LG's information) F22 is not a good aperture to use. There is nothing moving on that pier! with a proper tripod, he can expose even longer.
