Actually, it depends. The place we live now in San Francisco

area is not that strict. Usually, older communities donot have HOA and the houses and lands are bigger with more private spaces and some housewives do hang their laundries in their tree-surrounded back yard. Newer communities like two houses we have in the east coast have the HOA and the rules are very strict, sometimes it is quite headache to us.
