我不知道流程，就是猜想的。
CDC应该给自己好好打打分。有没有欺骗WHO。
你说WHO是不是也依靠各国数字来下指导意见的？如果美国说我这里就15例感染，那WHO就不会说大流行开始了？
回答: 57页的Memo我看了英文版。 不是甩锅中国， 而是要在现在（而不是未来）hold 中国政府和WHO accountable.

的确是这样啊，当时只有中国有数据，其他国家都说没事，如果WHO说大流行，他们会不会更要说WHO替中国服务，害我们的经济？
