另一党里8,9个参议员的合作,才可能投票. 这也是Obama任期里, Obamacare以后再无建树的原因之一. Ed Kennedy 死后,民主党再也没达到过参议院的60席,基本上是什么有争议的法案都通不过了.

这回参院的民主党可以象过去几年里共和党一样,拼命block共和党的法案. Trump的减税法,没民主党合作根本通不过. 检验民主党是不是真心给富人加税的时候到了. 如果他们fight tooth and nail, trump的减税的方案肯定通不过的. 如果过了,只能说民主党没真心阻止.
