暖气只舍得开到21.5度， 算不算抠门?

BF把暖气只开到21.5度， 我觉得冷啊， 以前租的公寓， 都是包暖的， 暖气随便你调。
现在在家里还要穿上羊绒衫。
趁他不在家， 我就调到25度，要不就到开我的一个小电暖气。 他又抱怨一个月100 的电费，太高了， 说我肯定在家里天天开着暖气。还说他以前和他EX的house， weekday开16度， weekend 开18度， 一个月暖气费还要700 块。
他一点不觉得冷。我觉得冷啊， 就买了个down Duvet, 这下睡觉暖和了，他又说他觉得被子太热了。他老出汗。
真烦，我现在在家里都是手脚冰冰凉的。
