It seems that he wants to move in with you, but he does not want to be responsible for his action (i.e., his daughter's needs precipitated his move.)
When one is unwilling to be responsible for his own action, it usually means that he is unwilling to shoulder the consequences of that action.
He could have said: I want to move forward with our relationship and I'd like to move in with you. Why the smoke and mirrow? Or, he wants you to invite him in. Ask yourself the title question.
