Small airport, usually quick to get out as others alluded. As to which transportation to take to get to the hotel, it'd depend on if you have a meeting at the hotel, say, 10am that you must be there for. If so, I think your safest bet would be taking Metro. Blue line takes you from airport straight to Metro Center. Hotel is about a block away. Compared to taxi, this might be more reliable.
I learned my lesson the hard way a decade ago while living in Old Town, Alexandria VA, to never count on DC local traffic :-)
