Companies may decide to drop insurance coverage, since it is higher than penalty. 

The net side effect is that.

- insurance cost will rise

- govovernmet and state health care spending will rise (to subsidize the currently uninsured)

- health provide may (maybe not) get a break

I would imagine that Obama will cover illegal immigrants as well. 

In the end, still there will be a lot of people not insured, since they don't file tax anyway, and hospital has to treat them anyway.
