usually , two stranger, the first place to meet should be something casual, like a cafe, before dinner time; and if there is a potential, the man should ask the lady to go to a nice place. Under this circumstance, the man should pay, since he asked her to go to dinner with him.

usually, the lights in fancy places are too dim to see anything clearly, not a good place for first date. :-)
