前提介绍：我有一个15岁的儿子，一个2岁零11个月的女儿。
我们想去一个水上公园，公园对儿童的买票要求是：2 and under 是免票的。我理解的是，女儿2岁零11个月，应该买票，可是儿子坚持说，妹妹还不到三岁，就算是2岁。
到底谁对呢？
谢谢大家帮我解释一下，如果是我理解对了，我也好解释给我儿子听。谢谢！
