ANKARA, Turkey (AP) — Top diplomats from Ethiopia and Somalia on Tuesday held a first round of technical talks aimed at resolving a dispute sparked by a deal between Ethiopia and Somalia’s breakaway region of Somaliland, Turkey’s Foreign Ministry said.
