When you go back to grass- roots, there is still problem. 管子said, the people, hearing from them partially makes one a fool, hearing from them collectively as a whole makes one godly. (《管子》,“夫民别而听之则愚,合而听之则圣。”) He confirmed there is truth, sounding mysterious/holy but true, existing admist the people. But the way to access it may not be straight forward at all. How to access it? This is one of the most concerning topics of the early Taoists. They talked about Dao and how to know it. Hearing from the people is one of Dao's applications or by-products when you seek the Dao undefinable by words.
The truth does not show itself to the unworthy (or un-prepared, ignorant, ill-minded, etc.). Therefore the ultimate root exists in oneself. 禅宗讲,隔墙见角,便知是牛。This is the only way to see or hear the truth. The unworthy want to see the ox, but they are blind even the ox is standing in front of them, which is common.
There is uncertainty in this way, just the same as democracy. :) But this uncertainty is within the reach of one's self.
