In the process of understanding: If she can speak English, why not? For any communication, you want to get your message across to your audience. In her speech, she pronuciated clearly, even though with some stutter - talk with continued involuntary repetition of sounds, especially initial consonants. I admire her courage to speak in non-native language, a way to show her sincerity to the world for a better life for women and children.
On top of everything else, sincerity is the most effective to convey your thought. As a top tier singer, she knows that well. Her training in singing serves well in speaking English.

Director-General Bokova, Ladies and gentlemen,
It gives me a great pleasure to join you for this important initiative as the UN marks its 70th anniversary.
Education is very close in my heart. My father grew up in a very small village in China. In those days, not many villagers could read. So my father opened a night school to teach them how to read. With his help, many people learned to write their own names; with his help many people learned to read newspapers for the first time; with his help, many women were able to teach their children how to read.
As his daughter, I know what education means to the people, especially those without it. After generations of hard work, China has come a long way in education. I myself am a beneficiary of that progress. Otherwise I would never become a soprano and a professor of musical.
I am following my father’s footsteps by teaching at China’s Conservatory of Music to help continue China’s success story. I want to thank Director-General Bokova and UNESCO for naming me the Special Envoy for Women and Girls Education. I am truly honored to work with the UN and do something about Global Education. I have visited many schools around the world. I’ve seen first-hand on how much we can do for education.
Education is about women and the girls. It is important for girls to go to school because they will become their children’s first teacher someday. But women still account for over half of the world’s poor in population and 60% of adults who can’t read.
Education is crucial in the addressing such inequalities. In China, Spring Bud Education Program has helped over 3 million girls go back to school. Many of them have finished university education and they are doing well at work.
Education is about equality. In poor countries and regions the number of school dropouts is astonishing. We call for more educational resources to these places.
Education is about the young people. Young people are the future. Education is important because it not only gave young people knowledge and skills but also help them become responsible citizens. As the UNESCO special envoy and the mother myself my commitment to education for all will never change.
Many years ago my father made a small difference in his village. Together we can make a big difference in the world. I was once asked about my Chinese dream. I said I hope all children especially girls can have access to good education. This is my Chinese dream. I believe one day education first will no longer be a dream, it will be a reality enjoyed by every young woman on this planet.

赞一赞彭丽媛联合国全程英文发言

9月26日下午,作为联合国教科文组织特使彭丽媛参加“可持续发展教育优先高级别会议”和“每个妇女 每个儿童”两场高级别活动。彭丽媛用英文发表两场演讲,谈及童年、梦想和公平,呼吁国际社会支持对女孩的教育以及对妇女、儿童和青少年生命健康的关注。
看到这这条新闻,玛希娅迫不及待地打开视频,认真地听了彭丽媛的英语讲话。尽管她的语音并不完美,但吐词清晰,意思表达十分明白。不得不由衷地为她叫好。
我的先生是历史学家,大学教授,主讲日本、中国等亚洲历史。先生掌握英语,日语和法语。但可惜的是,由于不懂中文,他不能直接阅读中文文献。除了多次去中国参观、访问、通过切身经验得到中国的一些人文知识之外,他所得到的有关中国的资料和信息都来自于第二手材料。在我们家,常常会因为中国问题而产生分歧,每次我都得把各种资料和信息翻译给先生看,但先生常常认为:作为常人,我们都有自己的偏见,可能我会因为自己强烈的爱国心,而忽视一些与现实的问题和观点。当我看完彭丽媛的视频之后,我激动地叫来先生,和他一起重新看了彭丽媛发言的视频。先生看完之后,由衷地称赞到:“这真是一个非常棒的发言,主题明确,但愿所有的中国的孩子特别是女孩都能如彭丽媛所希望的那样,接受良好的教育”。
彭丽媛用自己的语言赢得了先生的赞赏,从先生的评论中,我们可以看到,彭丽媛用英语发言,1.提起大家对于她的话题的兴趣,中国的第一夫人的英语怎么样,去听一听。2. 不用借助他人,直接、有效地向会英语的外国朋友表达了自己的意见,主张。3. 更亲民,用英语拉近和听众的距离。
当然,对于彭丽媛该不该在联合国用英语演讲褒貶不一。有人认为,中文也是联合国的官方语言,因此作为一个国家的首脑夫人,必须自尊,尊重自己的文化。如果在联合国不用中文,而用英语,那么这就是崇洋,势必引导国民崇洋的习气。 中国人要想被人尊敬,就必须要有民族自豪感,那么在联合国这样一个公共场合发言,就一定要用英语。
对这样的观点,玛希娅不敢苟同。在联合国讲不讲英语和一个人的名族自豪感没有关系,语言是一种沟通的工具。人和人的交流,除了语言之外,更是情感的交流。彭丽媛用英语发言,除了表达了自己的梦想、主张之外,更拉近了她与听众的距离。尽管彭丽媛可以用中文发言,让同传翻译把她的话翻成英语,但同样的这些话从彭丽媛口中和传翻译口中说出起到的作用不能相提并论。即使是同声翻译,也会比原讲话者慢1-2拍。我曾经做过同声翻译,通常在讲话者讲了半句、一句话之后,同传才开始翻译。有时,同传还没有翻完,而讲话者已经开始下一段了。听众对于讲话的反应常常是在同传结束之后,比如,鼓掌。这样,发言者不得不停下来,等到掌声稀疏之后,才能继续发言。这里有一个时间上的错位,讲话者的发言时不时会被打断,造成发言的不连贯。
至于彭丽媛的英语发音是不是准确,单词之间有没有连读? 辅音该不该发出来?这些都没有问题,因为,听众都明白:彭丽媛是中国人,英语不是她的母语,如果在语音上有些瑕疵没有关系,他们是来听彭丽媛的发言,了解她的思想,只要听懂了,理解她的意思了,就达到了目的。其实,因为彭丽媛有声音声乐天赋,她讲的英语很不错。和安倍到美国访问时所说的英文、教宗在美国的发言相比,听起来舒服多了。
我就职的大学有来自世界各地的教授和学生,除了那些自幼在北美长大,没有丝毫口音的几乎很少,但这都不妨碍大家交流和沟通。口音的轻重和语言流畅没有很大的关系。其实就是在以英语为母语人之中,也有各种不同的口音,英国腔,印度腔,澳洲腔。此外,就是在美国,各地也有不同的腔调和口音,比如美国南部有浓重的口音,非裔美国人又有与众不同的口音。因此,我们不应该因为彭丽媛讲英语中的口音等问题而耿耿于怀。
