live in good districts let other Chinese families use their addresses(for money?) to enroll their children into the good schools without actually live in the school district.
Also, there are Chinese immigrants who're running the business of hosting teen/preteen students directly from China to enroll in american public schools. These students don't live with any host families, instead they share an apt. or a house managed by the chinese immigrants.
