But after I live here for 20+ years, I realize that "Rule by Law" is very very expensive, in money, or in human resource (US has 800% citizen in jail, comparing with China, per 10k population). It takes too much resources from the society. Imaging those smart laywers in US work hard to invent things. That will be a much efficient usage of human resources.
China had 法家 more than 2000 years ago, but didn't go this way.
My guess is that 伦理道德 combined with "Rule by Law" may be the most efficient way to rule.
