Sorry! I didn't make it clear

He sold his house for $1, and later on, his and his wife buy it back in the same price.  In that way, they pay the same amont of the property tax. Otherwise, everyone would follow his to avoid property tax  :) I don't know why they did that.  Maybe that was an error on the record.
