We should notice that Chinese-English is different than other laguage like:latin,Slavic,to English.
Also adult learing is different than child learning.

After the explanation , incl. mine, we may find above system is one-sided, limited. The backward,poor situation as a whole in learning English, as well as Chinese, is a very proof of that limit.
