It means that even though difficult or challenging times (like winter) may seem endless, they will eventually pass, and positive times (like spring) will inevitably follow, regardless of how long the tough period lasts; essentially, change is inevitable and every season has its time to come around.
The phrase is often used to remind people that even during difficult times, there is hope for better days ahead.

Yesterday afternoon the sun was bright, the weather was mild, so I went on shank’s mare to local art gallery for a 2nd visit of Pop Art movement exhibition: "From Warhol to Banksy" (https://aggv.ca/exhibits/current/from-warhol-to-banksy/).
Wait a moment, what were those purple colored stuff popping up on the grass? Ahh, they are spring flowers and they are wild (see pic 1 below) !!!
As Punxsutawney Phil and Shubenacadie Sam both saw their shadows, predicting six more weeks of winter on groundhog day (Feb 2nd), so we have about two more weeks to go before winter gives way to spring. Hooray!!!
