I think it has very little to do with being cautious

It is simply because GOP is so reluctant to lose one of its own in a paper thin majority in cobgress. They finally let santos go is becuase this guy stinks. It stinks so badly GOP has no choice to kick him out since this SOB refuses to resign. It starts hurting GOP as whole.
