关于plausible这个词，它的意思到底是真的可信，还是讽剌式的暗指不可信？

我查过，此词有三个意思：1，指似乎可信，比如说plausible excuse. 2,指给人一种欺骗性的印象。如果第一个解释是正面的，那么跟第二个意思正好相反。现在我想，会不会是说似乎可信（其实不可信，也就是大家说的似是而非），有一些中国的词典确实也是这样翻译。

问题是下面这段关于马航客机被击落的英语：

Eileen Lainez, a Pentagon spokeswoman, said Khodakovsky's remarks confirmed what US officials had long been saying, that “Russian-backed separatists have received arms, training and support from Russia”.

But she dismissed the rebel leader's efforts to blame the Kiev government for the downing of the airliner, calling it “another attempt to try to muddy the water and move the focus from facts”.

Washington believes that pro-Russian separatists most likely shot down the airliner “by mistake”, not realising it was a civilian passenger flight, US intelligence officials said.

The officials said the “most plausible explanation” for the destruction of the plane was that the separatists fired a Russian-made SA-11 - also known as a BUK - missile at it after mistaking it for another kind of aircraft.

如果从美国军方的角度，最后一段里用的plausible就是最可信的解释（从心里真的这么认为），如果用似是而非去译这个词，显然跟美政府的公开说明完全对立，这当然是不可能的事。

有哪位网友能够说明一下自已的见解？谢谢。
