The first half is encouraging

but the last half is the opposite.

The monk's story shows that divide and conquer method is practical. The 50% theory tells us that no matter how much time and efforts we put in improving our English language skills, we are always half way away from the point we want to get -- which is kind of true, since the further we go, the more we demand.
