Procrastinate 的意思应是“拖延”（时间或工作），不是“搪塞敷衍”.

”Procrastinate” is a self-behavior of irresponsibility, but not necessarily harmful to other people.

Maybe “stall” fits better. For example, He’s been perfunctory and stalls me off every time I talk to him.
