急：社区费猛涨100%，有什么办法？

我们小区是townhouse. 最开始每月130，经过几年小幅上调，今年是180。但是，前两天受到管理的委员会来信，说从下月起涨到$255! 我看了一下预算开支，主要是保险费,原来10万多，现在17万；Administrative原来4千，现在4万4千！下周要召开Board of Directors meeting. Owners可以参加（旁听？）。

我的问题是：我和另外一家中国人都觉得社区费涨的离谱，不想糊里糊涂，下一步怎么办？有没有申诉或者参与决策的途径？类似业主委员会的机构是什么？怎么联系啊？两年前买的房，以前没关心这些。
