基本上是这样的。所以有很多人不愿意住townhouse,因为比较会有任人宰割的感觉，即使别人并不一定真的在宰割你，只是很多decision making 不在自己手上，会猜测是不是自己吃亏了。

我们HOA一点claim都没有，保险照样涨涨张，行业趋势我们也没办法。所以有的时候homeowner的小问题要求claim保险，board尽量advise not to do that otherwise everybody's premium will get an increase next year.

If you join HOA and be part of the team on the decision making table, you will know things are not as easy as it sounds and HOA has limited control over cost increase. Of course, I'm talking about well managed HOA. If there is corruption, that's a different story.
