嘿,我来问问题了,RATE一但LOCK了,还能变吗

一个LENDER说在CLOSING前就能变(如果RATE下来了,可以变), 一个说绝对不能,那是违法的.本来LENDER没啥选的,可是如果这样的话,我还是选能变的,万一CLOSING前RATE一下下来呢,你说呢?? 谢谢啊
