In our city, this is very simple,

Just call the bylaw officer(check your local city or the HOA office on regulations), they will ticket the illegally parked car and continue to do so until it is ceased. No need to call the police unless there is physical threats.

I did that once to a dirty, rundown oil-leaking car that always parked next to my front lawn(rather than their own), after it is ticketed, it disappeared for good.
