What the headhunter told you could very much be the truth. In a lot of companies, especially large ones, even if a department head wants to hire someone, if they do not get the final budget, they still can not hire. Simple as that. It is in the headhunter's interest to get you hired so he can get his share. Plus telling you such a lie does not serve him well professionally.

Yes you can certainly contact the manager who interviewed you directly. As a matter of fact you should call/email him to thank him for his time and reemphasize your interest and your qualification in the position. Now with the situation you can of course mention the budget issue, and see what he will tell you. If it is indeed the case, ask him if he sees the budget to be approved sometime in the future, and how much you would still be interested should the position open again. And ask if there is any other spots available in his department of if he could recommand you to some other department. In short, keep trying. It won't hurt.
