永久雇员不准雷除非犯大错is true in USA too. In los angeles county, it is almost impossible to fire a permanent employee, because they have unions. Even if the employee is incompetent, the supervisor still have to go through a lot of paperwork to fire that employee and plus have to drive all they way to downtown to attend three hearings to testify that the employee should be fired. Not so many supervisor can go through so many trouble and steps to fire somebody,plus the union will back the employee up. It almost impossible to fire someone. That is why county would rather pay more money to hire some contractors. If you dont like the contractor, you can get rid of them immediately. But for employee, it is mission impossible.
