You're correct that you shouldn't send money to your brother in law unless his family is in desperate need. There is an old saying that one should help the needy not those who are not wealthy.

Think about your own family: Have you put away enough money for your own retirement and for your children's education? Without adequate savings at retirement, you'll be a financial burden to your children.
