In this case, the bad guy is likely B. Concrete company is stupid too. B likely knows what is happenning. Normally B should be a real company, otherwise, concrete company will not send the concrete. Call A to work out with B. Hope this is a only misunderstanding, not 坑了.

If B refuse to pay, A has to pay from his pocket for bad management of project. You can also settle this in small claim court with A. Those days many poeple are low in this business. A is a victim too.
