How much maximum cash can a person bring into USA from China?

My mother is going to fly to USA soon. She wants to bring some her savings of US Dollars to me. Whoever knows please tell me how much maximum cash can a person bring into USA? I remember that should not more than $10000, otherwise should report it when entering USA Customs. Am I right? Will there be any trouble if carrying more than $10000 and reporting it at Customs? Does my mother need to pay taxes when she goes through Customs? Do I have to pay taxes for this money later?
