Help needed on the loan for apt in China, please.

I want to buy an apt in China for my parents. If possible, I want to make a loan from any bank in China, may I? Which bank, what kind of document I need to prepare, and do I need go back to do it or I can designate my parents/brothers to do it for me? Please give some infomation.

My parents are in Shenyang. I noticed that there are not many foreign banks in Shenyang, like BJ, shanghai.
