PLYWOOD上的胶水问题

揭掉人造革后发现地面上的胶水，棕黄色，极硬，用带锯齿样的刷子刷的。下面好象还不是PLYWOOD，象是马粪纸样的东西。
现在该怎样处理啊？不能直接NAIL DOWN HARDWOOD吧
