Is the 81 degree near the thermometer or far away from it?  If yes, thermometer is not acurate.  Our new digital thermometer is 2 degrees from actuall temperature.  If no, air distribution is not even.  You may need some duct work.  If it takes too long to reach the set temperature then either the capacity is not big enough or air conditioner lacks maintainance.
