Any bank. Give her a debit card with PIN. She can get cash from

many ATMs in China.  No need for her name to be on the account. 

BoA may have lower fee.  Citi has branches in big Chinese cities and could be cheaper too.  The other banks may charge 1% fee plus $1 - 2 .
