I feel you are writing about my parents. Their background, life style and the reason for saving money are exactly same.

Don't panic. The important thing is let them do what they want. You need remind them safety is more important than saving money. Taking bus for visiting doctor is very dangous. I worry my parents everyday. I appreciate any idea to communicate with stingy parents.
