我一直觉得张高丽这人挺可怜的，都当那么大官了，过得那么压抑。我没搞明白

为什么有的人当了大官以后无法无天胡作非为，而有的人做了大官还要谨小慎微压抑着自己。这两种人为什么会有不同的行为d呢。什么造成的他们这么不一样。
