我是J2从日本来美---updated

转签证类型需要Waiver证明。

但国内无法办理。因不是在国内单位派出国的，没有原始根材料，无法出具Waiver证明。

日本也无法办理，因J签证的制限约定，是中美之间的，不是日美。日方管不到你是否该回中国，Waiver不waiver是中国方的事儿。

但我凭一己之力，waiver 了J并改成F1。
