跟一个朋友争论的红灯能不能行的问题，谁对？

只能右转不能直行的Lane, 这条Lane的红绿灯是哪种带箭头的，不是通常那种大园的红绿灯。

如果这个箭头是红的，并且没有另外的标识“Not Turn on Red", 这个时候，停个3～5秒后，如果没有直行的车，可以不可以右拐？

我觉得可以，带箭头的红绿灯只是告诉司机，这里不能直行，跟一般的红绿灯没有区别，并且没有“Not turn on red".

朋友说不行，她说问过警察，也说不行，她因此曾经被后面的司机按过喇叭。
