The Fed could start buying specific Treasuries to calm parts of the market that are especially unstable. But unlike the bond-buying programs of the past (known as quantitative easing), this would be a short-term, targeted move, with the Fed making clear it isn't trying to stimulate the economy or lower borrowing costs
