1首先是你来我往的意思。2是双方协定的。

正常情况下翻为对等无可非议，你非要表示你高尚互惠也行。关税是有敌意的，互惠说不上，唯一能用的地方是比较，我和他100%，咱俩50%，可理解为互惠。

老川现在不是合约，是单方回击的，也可理解为主动出击，看你站在那一方了。

白宫自己的解释 Reciprocal Tariff Policy. It is the policy of the United States to rebalance global trade flows by imposing an additional ad valorem duty on all imports from all trading partners except as otherwise provided herein.

我认为也是报复。所以我一直翻译为报复关税。啥时候老川平等的心平气和的和人家谈了，才能改为对等关税。
