you don't redo your lawn unless you have to.

too too much work.

i don't know what's wrong with lawn right now. but check with professionals to see if they can save it before you do anything.

if you do:
use roundup to kill all the grass and weed,wait for about a week.
rake the dead grass (you need a tiller), prepare the land
seed and fertilize, please over seed. don't have to be even,
then water and water and water...
after about 4 or 5 week,you start to mow the grass, after three or four mow, you need to kill the weeds that come with your new grass ...
don't espect the new grass will be perfect:) you still need to maintain ..

man, i spent almost a whole summer to redo my lawn. the above is the lesson i learned. hope it helps.
