Since they seperated 3 years, he just needs to file the document in court. Judge will appeove.
1. File divorce
2. Pay her local policeman to send her the court subpoena (not expensive, each local policeoffice will do that, anout $20)
3. Once she gets subpoena, she has to response in 21 days.
4. If she is not responses in 21 days, judge will approve it.
