被罚了! 求助

本人在限速35迈的local(非学校区)开到48 迈,被雷达拍照,收到罚单. 打算申诉. 请各位有经验的同学看看有什么理由能通过. 先谢谢了.

情况是发生在陌生城市区, 没有去过,光顾找路没注意到限速牌. 而且,当时是清晨, 路上车辆稀少.两条同向lane, 本以为在快速lane开48 迈不算快吧.
