Why 下水管 has two parts?

The white one is connected to the dishwasher.  The other end goes up to the sink.   And the middle of the white one is connected to the black 下水管 and the black one goes to the U-shaped thing.

I think stopby mentioned before to someone else that there is a purpose which is to prevent water from going into the sink.
