As the Chairman of Coalition of San Francisco Bay Area Taxpayers, I want to warn you that we are possibly facing the worst California bill ever! That is SB4 which, if passed, would require California taxpayers to pay for the medical expenses of all illegal aliens including MediCal. Then most, if not all, illegal aliens in other states will come to California and even foreign visitors will not want to leave California especially the retirees. SB4 will lead California to bankruptcy!!
作为加州湾区纳税人联盟的主席，我得警告你们，我们加州正面临有史以来最严重的法案！它就是SB4，如果通过了，尼玛我们加州纳税人将为所有非法移民支付医疗开支以及医疗保险！最糟糕的是，全美各地非法移民都会涌入加州，甚至外国的游客也会不愿意离开加州，特别是那些退休的老头老太们。SB4加州将要破产！
On May 4th, SB4 is heading to Senate Appropriation Committee of which Senator Lara, the author of this bill, is the chairperson. It is imperative that we galvanize everybody to email or contact the four decisive senators in this committee. A sample letter is attached.
在五月四日，SB4将提交给州的预算委员会，而这个法案的作者，恰恰是该委员会的主席！我们必须激励每一位朋友给四位有决定权力的委员发电子邮件或者直接联系。附件有模板！
1. I recently had a meeting with the principal co-author of the bill, Bonta, to voice our strong opposition. I stressed that SB4 offers a huge incentive to all potential illegal aliens especially those who are getting old and having medical needs. The number of illegal aliens will be increased significantly. Basically, tourists, visitors, foreign students, etc., will have no incentive to leave California. SB4 will plague California tremendously! Surprisingly, Bonta told me that he had not thought of this momentous point. How could they put forward such a bill without considering the various scenarios?! I implied to him that we would take it to court even if it was passed in California Legislature.
我最近和这个法案的重要合作者Bonta见了面，表达了强烈的反对。我强调，SB4对那些走向衰老并且有医疗需求的非法移民有强大的吸引力，将造成非法移民的急剧增加。基本可以讲，游客、外国学生等，将没有离开加州的动力。SB4将让加州陷入重大瘟疫！让我称奇的是，Bona居然告诉我他没有考虑到这个严重问题。那么，他们怎么可以在没有考虑各种情况的前提下就推动该法案呢？我暗示他一旦法案被加州立法通过，我们将对峙公堂！
2. Another key point is most illegal aliens, if not all, will move to California due to this type of extraordinary benefit, who will not? This is particularly true if California is the only state in the whole country which has such outrageous law. Our state’s financial expenses will be skyrocketed quickly and easily! Why do Californians have to shoulder the responsibility of the whole country?
另一个要命的问题是，大部分非法移民，如果不是全部的话，都将会因为这种如此超值的利益跑到加州来。谁不这样干？特别是如果这个国家就加州有这样疯狂法案的话。我们州的财政支出将像火箭一样突飞猛进！为什么加州人要来为整个国家肩负重任？？
3. They ridiculously do not even have a concrete number for appropriation. Their importunate demand comes again this year. Last year, they used the 1.3 billion number which was really underestimated. They used the 3 million illegal aliens currently in California to do the calculation. But this number will be skyrocketed due to the above-mentioned two reasons.
他们甚至极其荒谬地连一个可以支持拨款预算的坚实数据都没有。他们今年又来提什么需求了。去年他们用了十三亿美元这个被严重低估的数据。他们只用了目前在加州的三百万非法移民来进行计算。但如上面两点所指出，这个数字将会飞速上升！
4. The contention that illegal aliens will stop going to emergency room and thus saving us much money is incorrect. It is because SB4 will encourage them to go use various medical experts more and thus the expense will be much bigger. In addition, the number of immigrants including illegal ones is projected to be increasing considerably regardless.
他们坚持认为非法移民将停止涌向急救室（在美国，进入急救室没有钱也必须进行抢救，穷人最终无钱支付的话，将由保险公司和纳税人承担，这个要赞，社会主义中国可以考虑参考），认为这将省去很多资金。这是不正确的。因为SB4将鼓励他们使用更多的医疗专家从而导致开销将变得更大。而且，预计的包括非法移民在内的移民数字将急剧增加并没有被考虑。
5. Suffice it to say, this pernicious and unacceptable bill, if passed, would give rise to an insurmountable and unjust burden to law-abiding legal residents of California who work assiduously and pay taxes faithfully! California actually needs financial resources in various aspects and our taxes already have been increasing. This bill is robbing Californian legal residents and taxpayers!
我们完全可以说，这种有害的并且不能接受的法案，如果通过了，将给在加州遵纪守法并努力工作忠实缴纳税款的合法居民带来沉重和不公平的负担！加州实际上在很多方面需要财政资源而且大家要交的税也在不断上涨中。这个法案是对加州合法居民和纳税人的掠夺！
The bottom line is we do not have the necessary financial resources to pay for the health care needs of all illegal aliens. California will be bankrupt due to SB4! The expenses related to this bill will be much more than the 1.3 billion they put forward last year. The cutting back on illegal aliens' private insurance purchases will not help much.
问题的底线是，我们并没有所有非法移民在健保方面所需要的财政资源！加州将会因为SB4而破产！这个法案所需要的支出将远远超出他们去年所提到的十三亿美元！对非法移民在私人保险购买上的削减于事无补。
Please urgently send a letter to the four decisive senators in the Senate Appropriation Committee (the other three have already made up their mind). Please see attached for a sample letter and the email addresses of them. We must stand together against SB4 immediately and determinedly for ourselves and our future generations!
请尽快给参议院预算委员会的四个有决定权的参议员们发信吧（还有另外三个已经做出了决定）。请参考附件的模板以及他们的电子邮件。我们必须立即一起站起来反对SB4，为我们以及我们的子孙后代们负责！！！
