You must write a letter to 美国驻广州总领事馆移民签证部, tell them that your father is trying to use fraud and cheat way to get his wife and stepson into US, tell them the wife and son's  full name, when they reach to the visa process, they will be refused by US Embassy. And tell Embassy you did not sign the 经济担保,  He has his own retire income  五千左右退休金，还有房子出租. you are not responseble for the fraud.
