发现空调公司没file permit，怎么办？

出租房两周前换了空调，当时空调公司要了200刀说他们需要先向county file permit，如今新空调已经安装好了，打电话给county发现空调公司根本没有file permit，我该怎么办？go to the court? County 说这是illegal 的。
